The Advisory Board of the Thomas B. Norton Public Library shall consist of five members appointed by the City Council of Gulf Shores.

In order to assure an active Board, any member who  is absent from three Board meetings without acceptable excuse will be automatically dropped as a Board member and the appointment filled by the City Council.
 
MEETINGS

Regular meetings shall be held on the first Wednesday of the month at 5:00 pm, as needed. Board may change date and time as necessary.

Special meetings may be held at any time at the call of the President or at the call of any two members of the Board, provided that written notice thereof is given to all Board members at least twenty-four hours in advance of the special meeting.

OFFICERS

The officers of the Library Board shall be President, Secretary and Treasurer. Their terms of office shall be for two years coinciding with the Library fiscal year. They shall be elected at the first regular meeting in each fiscal year and shall remain in office until their successors are elected and qualified. Qualifications shall consist of taking and subscribing to the statutory oath prescribed in the General Code of the State of Alabama.

DUTIES

President: Shall preside at all meetings, appoint all committees, certify all bills approved by the board, authorize calls for special meetings and generally perform the duties of a presiding officer. Shall be the ex-officio member of all standing committees.

Secretary: Shall keep a true and accurate account of all proceedings of the Board meetings, and on the authorization of the President shall issue notice of special meetings, and shall notify the appointing body of any vacancies of the board.

Treasurer: Shall have charge of the Special Library Funds and all income outside of appropriations in charge of the City of Gulf Shores, shall sign checks on the account on the authorization of the Board, and shall report at each meeting on the state of Library Funds.

Librarian: Shall be the executive director of the policies adopted by this Board. Among the duties and responsibilities shall be the direction and supervision of all staff members in the performance of their duties, the submission to the Board for policies and procedures to promote the efficiency of the Library in the service to the people of the community.

COMMITTEES

The president shall appoint Standing committees for one year coinciding with the fiscal year. Each committee shall consist of a Chairman and members. The Board will determine duties of each standing committee.

Special committees for the study and investigation of special issues may be appointed by the president, and serve until the work is completed.
 

ORDER OF BUSINESS

Order of business at all regular meetings shall be as follows:

  1. Roll Call.

  2. Minutes of the Previous Meeting.

  3. Communications.

  4. Report of the Librarian.

  5. Financial Report.

  6. Report of Standing Committees.

  7. Report of Special Committees.

  8. Unfinished Business.

  9. New Business.

Robert's Rules of Order, Newly Revised, shall govern the parliamentary procedures of the Library Board.

AMENDMENTS

Amendments to the rules may be proposed at any regular meeting with a quorum present and voted on at a subsequent meeting. Majority vote of the entire Board is required for passage of the amendment.
